San Francisco Police Commission Approves Comprehensive Drone Deployment and Privacy Oversight Protocols
New regulations mandate flight audit logs, strict warrant limits, and strict prohibitions on biometric facial recognition during aerial investigations.

The San Francisco Police Commission approved a landmark administrative policy on Monday governing the municipal use of unmanned aerial systems (drones) by the San Francisco Police Department. Passed after months of spirited public deliberation between law enforcement leadership and civil liberties advocates, the new regulatory framework establishes rigorous constitutional safeguards, public flight logging requirements, and strict prohibitions against biometric surveillance.
Under the newly adopted rules, SFPD officers may deploy drones only during active emergency crises, search and rescue operations, hazardous material spills, and felony investigations where a judicial search warrant has been granted or exigent circumstances exist. The policy strictly prohibits the installation of real-time facial recognition software, automated license plate scanning integrations, or thermal imaging of private residential interiors without individualized court authorization.
Commission President Cindy Elias and civil liberties representatives from the American Civil Liberties Union of Northern California commended the policy's mandatory public transparency measures. Every drone flight must be logged in a publicly accessible online dashboard within 72 hours, specifying flight duration, operational purpose, authorized supervisor, and general geographic perimeter. The commission also mandated annual independent audits to review recorded footage retention schedules and confirm that irrelevant video files are purged after 30 days.
San Francisco residents, privacy advocates, and legal researchers across Oakland, Berkeley, and the wider Bay Area can examine the complete drone policy manual, public flight logs, and upcoming commission agendas online at sf.gov/policecommission. Public inquiries and feedback regarding police equipment oversight may be directed to the Police Commission office Monday through Friday between 8:00 AM and 5:00 PM at (415) 837-7070. The department will begin deploying newly certified drone flight crews under the updated protocols on December 1.
