OpenAI is preparing a post-election communications blitz to shape the national artificial intelligence debate after Tuesday's midterm elections — including a proposal to rebrand data centers as "AI compute campuses" — according to Axios reporting covered by Anthony Ha in TechCrunch.

Framing AI for 2028 and Proposing “Speed Limits”

OpenAI chief global affairs officer Chris Lehane told Axios that the 2026 midterm elections will serve as "a bit of a movie trailer for what you're going to see in 2028," when he expects artificial intelligence to emerge as "the issue" of the presidential campaign.

To position the company ahead of a potential Democratic House or Senate majority, Lehane outlined several policy and messaging pillars:

  • Developing AI "speed limits" and safety guardrails;
  • Demonstrating how AI empowers individuals in their daily lives;
  • Pushing for the United States to lead the creation of global AI standards; and
  • Rebranding unpopular data center developments as "AI compute campuses."

Addressing growing local resistance to large-scale computing facilities — a backlash that recently led Amazon and Microsoft to pledge they will no longer use non-disclosure agreements (NDAs) when negotiating with local governments — Lehane called the public debate "good and healthy," adding that communities should hold companies accountable so residents receive a transformative benefit from the projects.
